19 Services began back in 1992 when Community Alternative Funding System (CAFS) was in place under the Title XIX program, hence how 19 Services got it's name! Our billing service was focused on the Medicaid deliverables school districts provided for children with disabilities.
Fast forward to today, the Home and Community Based Waiver Program (HCBS), which is under the same Title XIX program, offers an array of billable services in which 19 Services is well versed in.
Rick and Kristi Black have a combined experience of over 55 years in county government. The majority of that time with the county boards of developmental disabilities.
The Blacks both worked as Director's of Finance for a county board of developmental disabilities. They have witnessed many changes over the years and have played a huge role in helping people understand how to navigate this complex system.
Some of their experience with private providers includes: assisting private providers with projecting revenues/expenditures, financial consulting, budgeting/forecasting, strategic planning, Medicaid billing systems, coding, waiver authorizations, DODD reporting, compliance/audits, documentation standards, and process implementation.
